dogeza apology

Dogeza (土下座) is known as a physical "deep apology" expression. (A detailed method is shown in here -- caution -- some jokes included.)
土下座は「深い謝罪」を示す肉体的な表現だ。(こちらに詳細が。一部ジョークつき)

It is unknown that how much this road construction is affect people or its traffic, but the contractor seems to feel so guilty about it, and decided to dogeza. ... twice.
この道路工事がどれだけの危害を周辺住民や運転者に及ぼすのかはわからないが、業者はそうとう「申し訳ない」と思っているらしく、土下座を決行した。......それも2回も。

ものすごく明るいため、「謝意」が遠くからも感じられる仕組み。

It will surely make people smile, so an apology is working.
見た人はおそらく「笑う」だろうから、「謝る」という行為は伝わっているのかも。
