What is up with Nippori-Toneri Liner (日暮里・舎人ライナー), one the newest train lines that runs north Tokyo? Trying to attract many Chinese visitors?

When you look at signboards in a station, everything is Chinese.

昨年東京の城北地域(荒川区・足立区)で開通した日暮里・舎人ライナー。独自のVisit Japanキャンペーンを展開している。中国系の訪問者を増やそうとしているのか、構内でみるほとんどのサインが漢字なのだ。

2. Even all the train stations are expressed in Chinese.
2. 駅名も全て漢字。

Is there any diplomatic thingy going on, or what?
